Sexual Torture Used On Bradley Manning

Brig officials have confirmed to The New York Times that Bradley Manning will be forced to be nude every night from now on for the indefinite future. Not only when he sleeps, but also when he stands outside his cell for morning inspection along with the other brig detainees.  They claim that it is being done “as a ‘precautionary measure’ to prevent him from injuring himself.”

Bradley Manning’s Lawyer David Coombs writes:

“The decision to strip PFC Manning of his clothing every night for an indefinite period of time is clearly punitive in nature.  There is no mental health justification for the decision.  There is no basis in logic for this decision.  PFC Manning is under 24 hour surveillance, with guards never being more than a few feet away from his cell.  PFC Manning is permitted to have his underwear and clothing during the day, with no apparent concern that he will harm himself during this time period.  Moreover, if Brig officials were genuinely concerned about PFC Manning using either his underwear or flip-flops to harm himself (despite the recommendation of the Brig’s psychiatrist) they could undoubtedly provide him with clothing that would not, in their view, present a risk of self-harm.  Indeed, Brig officials have provided him other items such as tear-resistant blankets and a mattress with a built-in pillow due to their purported concerns.

The Brig’s treatment of PFC Manning is shameful.  It is made even more so by the Brig hiding behind concerns for “[PFC] Manning’s privacy.”  There is no justification, and there can be no justification, for treating a detainee in this degrading and humiliating manner.”

Manning has been detained for the past nine months, under 23-hour/day solitary confinement. He’s barred from exercising in his cell, and has one hour total outside his cell per day where he’s allowed to walk around in circles in a room alone while shackled. He’s forced to respond to guards’ inquiries literally every 5 minutes, all day, everyday, and is awakened at night each time he is curled up in the corner of his bed or otherwise outside the guards’ full view.  Is there anyone who doubts that these measures, and especially this prolonged forced nudity, are punitive and designed to further erode his mental and physical, and force a false confession?

As The Guardian reported last year, forced nudity is almost certainly a breach of the Geneva Conventions. The Conventions do not technically apply to Manning, as he is not a prisoner of war, but they certainly establish the minimal protections to which all detainees, let alone citizens convicted of nothing, are entitled.

Rep. Dennis Kucinich has raised concern recently over Bradley Manning’s treatment, and is pressuring Secretary of Defense Robert Gates to allow him to visit Manning in Quantico Bay. Kucinich release a press statement titled “Is This Quantico or Abu Ghraib?“, and he says:

“Is this Quantico or Abu Ghraib? Officials have confirmed the ‘non-punitive’ stripping of an American soldier who has not been found guilty of any crime. This ‘non-punitive’ action would be considered a violation of the Army Field Manual if used in an interrogation overseas. The justification for and purpose of this action certainly raises questions of ‘cruel and unusual punishment,’ and could constitute a potential violation of international law,” said Kucinich.

The Army Field Manual,  2-22.3 (FM 34-52): Human Intelligence Collector Operations, Page 5-21, section 5-75 clearly states that: ‘If used in conjunction with intelligence interrogations, prohibited actions include, but are not limited to- Forcing the detainee to be naked, perform sexual acts or pose in a sexual manner.”

Robert Parry at Consortium News, documents how crucial forced nudity was to the Bush detention and interrogation regime:

The CIA shared with George W. Bush’s Justice Department the details of how an interrogation strategy – with an emphasis on forced nudity and physical abuse – could train prisoners in “learned helplessness” and demonstrate “the complete control of Americans.”

The 19-page document, entitled “Background Paper on CIA’s Combined Use of Interrogation Techniques” and dated Dec. 30, 2004, contains repeated references to keeping suspected al-Qaeda captives – called “high-value detainees” or HVDs – naked as part of the strategy for breaking down their resistance.

The first of several “specific conditioning interrogation techniques” lists “Nudity.” The HVD’s clothes are taken and he remains nude until the interrogators provide clothes to him.”

The CIA said the prisoner is kept nude (or occasionally dressed in a diaper) while being subjected to other “conditioning techniques,” sleep deprivation and a bland diet of Ensure. Nudity continues while interrogators apply other more aggressive techniques designed to emphasize a prisoner’s helplessness.

The background paper, which was prepared for the Justice Department’s Office of Legal Counsel and released in August 2009 in response to an ACLU lawsuit, described in bureaucratic wording the process used to interrogate a suspected terrorist after his capture and “rendition” to a CIA-run “black site.”

David Rosen at SodaHead, describes the use of sexual torture used on detainees at Abu Ghaib and elsewhere:

The best single source on the use of sexual torture at Abu Ghraib remains the Taguba Report. In the report’s executive summary, the following “sadistic, blatant, and wanton criminal abuses” are identified as having been used at the prison:

* forcing detainees to remove their clothing and keeping them naked for several days at a time;

* forcing detainees to remove their clothing and keeping them naked for several days at a time;

* videotaping and photographing naked male and female detainees;

* forcibly arranging detainees in various sexually explicit positions for photographing;

* forcing naked male detainees to wear women’s underwear;

* forcing groups of male detainees to masturbate themselves while being photographed and videotaped;

* arranging naked male detainees in a pile and then jumping on them;

* positioning a naked detainee on a MRE [meals ready to eat] Box, with a sandbag on his head, and attaching wires to his fingers, toes, and penis to simulate electric torture;

* placing a dog chain or strap around a naked detainee’s neck and having a female soldier pose for a picture;

* sodomizing a detainee with a chemical light and perhaps a broom stick.

Why did this part of the Taguba report not appear in the Senate report? Its absence speaks to the way official reports are sanitized and an “inside the Beltway” history is written. [see “Sexual Terrorism: The Sadistic Side of Bush’s War on Terror,” CounterPunch, May 13, 2008]

To put things into perspective, a recent article was printed in the NYTimes. It was written by a death row inmate, imprisoned for murdering his wife and three children. He writes:

“I spend 22 hours a day locked in a 6 foot by 8 foot box on Oregon’s death row.”

A man on death row who admittedly murdered his family, is allowed more daily time outside his cell, than a U.S. Army whistleblower of war crimes.
